FDOT District Two – District Wide Traffic Safety and Operational Studies


This contract involved traffic safety and operational studies for over twenty-five locations throughout the District.  Study sites ranged from rural intersections to multiple-mile urban corridors.  Sites were selected for study by the Department based on historical crashes or reported operational deficiencies.

 

Study tasks included the collection and reduction of 7-day continuous counts, 24-hour isolated counts and 8-hour turning movement counts.  Collected traffic data was adjusted for seasonal fluctuations and was used to evaluate existing operations and capacity constraints and future (projected traffic) anticipated operations.  A thorough multiple year historic collision analysis was also conducted for each location.  Each study included a detailed field review to record geometrics, traffic control devices, signal timings, signing and pavement markings, sight distance obstructions and pedestrian features.  Qualitative Assessments of each site were completed during peak and off-peak traffic periods to note how current geometrics, traffic control devices and traffic congestion affects driver behavior and public safety.  Operational evaluations were conducted through the use of accepted methods including software programs such as Highway Capacity Software (HCS2000), SIGNAL 97 and SIGNAL 2000, SYNCHRO, PASSER, Transyt-7F, and SIDRA.

 

Design recommendations were provided for each location to improve safety or operations.  To justify safety improvements for safety funding, locations where crashes were prevalent were subjected to a benefit-cost assessment.
